What is GRAMA?

GRAMA stands for Government Records Access and Management Act (GRAMA). This law, established by the Utah Legislature in 1991, can be found under Title 63G, Chapter 2 of the Utah Code. GRAMA gives the public the right to access information and determines how information retained by government entities should be classified and released.

GRAMA is a comprehensive law dealing with management of government records. GRAMA states who has access to records and how the law is enforced. It is an attempt to balance the public's constitutional right of access to information concerning public business, the individual's constitutional right of privacy when the government gathers personal data, and the public policy interest in allowing a government to restrict access to certain records for the public good. Brigham Young University is different from other Utah Universities. As a private organization BYU is not subject to GRAMA. However, beginning in May 2019 the Brigham Young University Police department became formally recognized as a public entity. Records belonging to University Police are now treated the same as all other police records in Utah and may be requested using a GRAMA request process. Records belonging to other areas of Brigham Young University may not be available through University Police and are not subject to GRAMA.

Process of Requesting a GRAMA Report

Requesting records from BYU University Police may be done either online, through the mail, or in person. GRAMA law requires a request “identifies the record with reasonable specificity.” Please provide all details necessary to identify and provide the requested record.

In person: Bring your completed form along with your picture ID (current US Driver’s License, US ID Card, US Passport, US Visa, US Permanent Residence Card, US Employment Authorization Card, US Concealed Weapon Permit, or US Military ID) to University Police at the address listed below between 8:00 am and 5:00 pm Mon – Fri excluding holidays.
